Decision-workspace improvements

✓Changed the points calculator to compare 189, 190 and 491 scores from one evidence profile, with nomination points shown separately.
✓Added optional browser-only saving for up to five points scenarios without accounts or uploads.
✓Upgraded the assessment finder into an occupation research workspace for recording official codes, authorities, pathways and source checks.
✓Updated the Privacy Policy to explain browser-saved planning data and safe note-taking boundaries.
